The United States Department of Energy and the Norwegian Ministry of Petroleum and Energy are operating under a memorandum of understanding (MoU) to promote the further develop of scientific and technological activities in fossil energy, clean fuels and new energy technologies.

A key part of this cooperation is the development of CO2 capture and storage (CCS).

In projects developed under this initiative each party will normally have to secure funding for own activities from the home country. There are no formal common funding calls for MoU activities but efforts will be made between funding agencies to coordinate funding calls and facilitate cooperation. Cooperative activities under the MoU may include ministries and other governmental bodies, companies (private as well as public), research institutes and academia. The activities may take the form of common projects, meetings, and exchange of data and information.
